3 USC 15 - Section 15

“Every objection shall be made in writing, and shall state clearly and concisely, and without argument, the ground thereof, and shall be signed by at least one Senator and one Member of the House of Representatives before the same shall be received.”

If I’m reading this right, no one objected in writing beforehand, so Cheney didn’t have to call for it.

The sentence before that though, is where the VP is supposed to call for any objections. If any, they should be in writting (as in, already prepared and ready to hand in). At least, that how I"m reading it:

"Upon such reading of any such certificate or paper, the President of the Senate shall call for objections, if any.[Then...] Every objection shall be made in writing, and shall state clearly and concisely, and without argument, the ground thereof, and shall be signed by at least one Senator and one Member of the House of Representatives before the same shall be received."
