The sentence before that though, is where the VP is supposed to call for any objections. If any, they should be in writting (as in, already prepared and ready to hand in). At least, that how I"m reading it:

"Upon such reading of any such certificate or paper, the President of the Senate shall call for objections, if any.[Then...] Every objection shall be made in writing, and shall state clearly and concisely, and without argument, the ground thereof, and shall be signed by at least one Senator and one Member of the House of Representatives before the same shall be received."

Yeah, it does say ‘if any’, however. I’ll look into that some more soon. Maybe we can find out if there were any written objections, which Cheney subsequently ignored... There was at least one congressman, whose name escapes me at the moment, that stated an inclination towards objection. Would be ‘interesting’ to figure out why no one seems to know or care that he’s not qualified to be president.
