If you had clicked on the link and read my original post, you'd find the answer to your question. It said:

And why the heck would Blago appoint a corpse to a U.S. Senate vacancy? Corpses aren't eligible for the office. That's why the Dem governor of Missouri installed Jean Carnahan to the Senate after he deceased husband was elected.
