There is no doubt that we have achieved VICTORY in Iraq. In 2008 we have the lowest number of US troops fatalities in Iraq. Every dead soldier or Marines is way too many but the low number of US troops killed in Iraq is shockingly low in 2008 and compared to any historic standard.
According to a leftist website that keeps track of US casualties in Iraq and Afghanistan we have lost 314 of our heroes in Iraq in 2008 but only 225 of them were due to hostile enemy fire. The numbers above are lower than the murders that occurred in 2008 in major US cities such as New York (516 murders), Chicago (506 murders), Los Angeles (380).
We salute our fallen heroes who died for our freedom and our way of life and we are also eternally grateful to them and to all our brave troops for achieving such an amazing VICTORY in Iraq. Not to forget the incredible leadership of President Bush who made this VICTORY all possible.

This tells me that the job is done, and that the US should declare the job done and come on home.
There is nothing to be gained at this point that cannot be gained by US air power + the ground forces of the Iraqi government.
So liberails are celebrating that the murders in Philadelphia are at 332 in 2008 which is still higher than all our fallen heroes who were killed in Iraq in all of 2008?
Maliki wants to remain in power. I assume he will continue to clear and hold cities against any al qaeda or insurgent or mahdi military. If he does not, then he will NOT maintain power.
That means that he’ll keep his army strong and under his control.
US air power combined with a decent ground force means that Maliki can not lose on any challenge to his authority. Total air dominance is not easy to fight against, and it makes a ground force nigh onto impossible to stop.
That is essentially what is already happening. We won.
Didn't you hear all about our victory from the Democrat "mainstream" newsrooms?
