It makes sense in a distinctly backwards, cowardly british sort of way.
it's the representation of a weapon, albeit a fantasy weapon, and as such could incite ideas of self reliance and resistance.
Two concepts that are anathema to the modern, well adjusted, member of the british state.
Therefore, the item is forbidden.

Today they would be asking for a bailout along with White Front, Gemco, Fedco, 5 & Dime, Rexall, etc. I worked in a White Front after I graduated high school. I never new that it was a franchise store.
It was family owned/operated and it was the only one I had ever heard of. To this day I have never heard of another.
