The problem the Russians have with it is not that it might be offensive but that they think it might actually work defensively and that diminishes their nuclear threat.

That's partly true but it doesn't stops here. The continuation is that the Russians believe the USA will attack Russia with conventional means when they see no threat in the Russian nukes.

The problem with that argument is that Russia does not have anything which the US wants or needs (don't tell me oil, Saudi has more and is easier to conquer if we were in that mood). We have no incentive to attack.

Meanwhile, Russia is turning into a failed state, with lots of incentives to loot her neighbors, or in threatening them into giving tribute.
