If someone cast NO vote for the race, I see NO reason to “assume” that they “intended” to vote for Franken just because they voted for Obama.

That is correct. The canvassing board would share that opinion. No ballots have been successfully challenged on that basis. Have you been actually following the recount process, or just shooting off your mouth?
