The Secretary of any service is pretty far removed from the military folks themselves. These guys - who as political appointees can be complete dolts - sit in the E-ring of the Pentagon and spew policy.
For several years now, the Air Force hasn't even had one. Somehow they get by.
In this case, there will be so much media fawning over the poofter that it will actually impact moral, whereas most the time, Secretaries come and go and few people in the field notice or care.

I personally know people who have been charged with adultery in the military.
Doesn’t revering sodomy between two or more unmarried men disqualify ‘adultery’ as a concept.
Especially since these ‘men’ claim to be in a relationship worthy of marriage.
Why so obsesses with being ‘married’ but so easily and casually discard the prohibition of sex before marriage.
