It has been detailed on other threads. Congress receives and counts the electoral votes. At this point any Senator AND Representative can challenge votes. If this is done the Congress devolves to the respective Houses for debate.
This was attempted in 2000 but no Senators or Reps would make the challenge. In 1876 there were two slates of electors presented by Florida (I think) and Congress had to decide which one was legitimate.
In addition, the States must certify and transmitt the votes and the certifying official can be challenged if s/he has just rubber stamped the proceedings. There are several cases before state courts dealing with this aspect of the process.
But the claim that Obama is ineligible because his father was Kenyan is absurd. IF he was born in Hawaii he is eligible even if his father was Klingon.
