That scenario would require the cooperation of Congress--for a new VP to be confirmed requires a majority vote of both houses of Congress. I think the Democrats would stall just to ensure that Obama is the first black President.

Back in 1973 there was a scheme by some of the more extreme partisans in Congress to stall the confirmation of Ford as VP, hoping to make Carl Albert the President if Nixon was forced out (although I think he would have been "Acting President" rather than President). Today's batch of Democrats is far more partisan than then.
