No, that would be documented records of Obama’s mother not being in Hawaii at the time of his birth. Should be pretty easy. I admit, I’m not a world-traveler, but shouldn’t that be on record at the State Department or in Kenya? The COLB is evidence enough that the actual birth certificate exists, is on file, and shows a Hawaii birth.

A document that says a baby was born alive is different from a birth certificate. There may indeed be a birth certificate on file, but you cannot say where the birth occurred because you have never seen it. It is not a forgone conclusion that the birth certificate is from this country, it could be from anywhere.
Generally when a baby is born in this country at a hospital, the birth certificate is all that is necessary and no COLB is required. If a baby is born without an attending physician, then the baby is certified to be born alive, after the fact which is what Obama's mother did.
