The COLB is evidence enough that the actual birth certificate exists, is on file, and shows a Hawaii birth.

A document that says a baby was born alive is different from a birth certificate. There may indeed be a birth certificate on file, but you cannot say where the birth occurred because you have never seen it. It is not a forgone conclusion that the birth certificate is from this country, it could be from anywhere.

Generally when a baby is born in this country at a hospital, the birth certificate is all that is necessary and no COLB is required. If a baby is born without an attending physician, then the baby is certified to be born alive, after the fact which is what Obama's mother did.

Is it generally the policy of the state of Hawaii to issue birth certificates (actual birth certificates) to children born outside of the country? That is what is on file for Obama with the state of Hawaii, but as I’ve said, the birth certificate isn’t the issue. The issue is the repeated failure of the birthers to put out any evidence that Obama was born outside the country. The evidence we do have (the existence of the birth certificate, the birth announcement in the Hawaiian newspaper, the lack of any travel records showing Ms. Dunham to be outside the country during the time of Obama’s birth) proves beyond any reasonable doubt that Barack Obama was born in Honululu, Hawaii in August 1961.
