Technically the POTUS is the ultimate source of all classification authorities within the federal government. There is no higher authority to “clear” the President.

GWB could and probably did give Zer0 Super A-#1 Megagalactic clearance to know everything and anything in the classification domain.

Unfortunately it’s the proper thing to do.

Yeah - sad though...I have served as an FSO (Facilty Security Officer) w/a SSBI/TS/SCI...ticks me off the guy who has ultimate clearance authority can just be handed it without going through the same HELL I went through.
