Toyota is building a new plant in the Tupelo, Ms area. It will produce vehicles in 2010. A $1.3 Billion investment and 2000 jobs.

It is even more basic than that. A subsidy takes money from some people and gives it to others. An incentive simply doesn’t take the money in the first place, eliminating the middleman, the government. A huge difference.
