I know it won’t happen in the coming Zer0 administration, but at some point (in my imagination I guess) it would be prudent for Congress to issue a formal Declaration Of War against each and every group on the State Dept. Designated Terrorist list, and to then treat them to regular visits from our fearsome Special Operators.
Terrorism IMO is a national security matter that deserves military attention.
