A former CIA deep-cover spy says President-elect Barack Obama needs to radically reshape what he terms the "dysfunctional" CIA -- or face more strategic intelligence failures.
Ishmael Jones, the pseudonym for a former Marine and recently retired CIA case officer, said in an interview that despite intelligence reform efforts in the post-Sept. 11 era, "the CIA bureaucracy has mutated into a living creature that serves its own aims."

So, what's new? I was told of this in the 60’s.
The book, Charlie Wilson's war exposed this in the 80’s.
General Swartzkoph said after Desert Storm that the CIA support was so vague and general as to be useless.
This Marine officers complaint sounds like a Soviet defectors complaint of their agency.
Any closed loop, uncontested, and closed history human endeavor will be a factory of poor quality, mythology and bureaucratic featherbedding.

Clinton holdovers have caused President Bush no end of problems. In all fairness, he also cause some of his own.
Gen. Hayden is the right man for the job of Director of the CIA. He has the ‘bona fides’ and ‘gravitas’ (to use politicians favorite words) in that field to do it well.
He needs to start canning folks. Something President Bush should have done on Day 1!

We once hired a histor prof who had on her resume she had worked for the CIA as an analyst. I thought, “Ok, can’t be too whacko.” Turned out to be one of the most radical people we ever had.

It's not mutation. It is natural human behavior. James Buchanan won a Nobel for the study of government bureaucracy. Basically, the growth and prosperity of the bureaucracy is the mission. Everything else if fluff cover for delusional idealist and the stupid.

One only has to look at its work over the last 20 years; ie the Plame incident, WMD in Iraq, no intell on 9/11, The USS Cole, the bombing of American embassies in Africa, The WTC bombing in the early 90’s etc. In short the CIA is run by a bunch PC idiots.
