MUMBAI: The state constabulary was grossly unprepared to deal with the worst-ever terror attacks on the metropolis because of an acute shortage of weapons and ammunition.
Official records show that for a force of well over 1.8 lakh, the home department procured a meagre 2,221 weapons 577 for Mumbai, and 1,644 for the rest of Maharashtra.
Under the centrally sponsored modernisation programme, we purchased almost all types of weapons, but for a state like Maharashtra, the number of weapons was grossly inadequate , a senior official told TOI on Monday.
In the absence of a firing range and of ammunition for practice, members of the law enforcement agencies have not opened fire in the last ten years. Ive been in the police force for a long time, but I had no occasion to open fire for practice, a senior inspector of police said.
As per the police manual, officials ranking from constable to assistant inspector get rifles with 30 rounds each, and those with the rank of police sub-inspector and above get revolvers, also with 30 rounds each.

It took two bank robbers in LA to finally make people understand that cops need to be AT LEAST as well armed as those they are going up against.
Seems that the Powers That Be in Bombay learned that lesson the hard way too.

And I thought the Navy was slack with our weapons training.
Regardless of whether the police were experienced with their weapons or not, they had the requesite knowledge/training, and ability, to do something other than stand around slack jawed, or worse run and hide.
Give me a gun and ammo and even if I’m not familiar with it, I’ll figure it out and use it to defend myself or others. No excuse for the police...period.
Perhaps they should outsource their police protection to the United States?

The pictures of them dragging around rifles by the muzzle was sort of a clue.

I had a British .303 once. Fastest bolt action rifle made.
Not a weapon to be scoffed at, unless you have never practiced with it or don’t have ammunition. That explains them carrying them around like props.

Then you probably also remember that no one succeeded in getting anywhere near those guys until they left the bank on their own terms and started wandering around the neighborhoods. Ultimately, one of them committed suicide and the other was handled by a SWAT attack that included a volume of fire sufficient to keep his return fire suppressed. They finally managed to keep him distracted long enough so someone could get to ground level and shoot him in the lower legs.
During the time they were in a good position, and their weapons were functioning, though, they ran the show, and it certainly wasn’t for the lack of efforts to stop them.
I want one of those.
