Quite apart from the scores murdered and the hundreds injured, what the Mumbai terrorists really wanted was an exaggerated - and preferably extreme - reaction on the part of governments, the media and public opinion.

In these terms, the attackers received as much attention as they could possibly have hoped for, and the Mumbai outrage can only be described as a very significant terrorist success.

This afternoon, the Washington Institute hosted Ken Wainstein, the Homeland Security Advisor to the President, as part of a speaker series we’ve been running since December 2007. Mr. Wainstein, who has served in this position since March 2008, spoke about the WMD terrorist threat to the US and its allies. In his remarks, Mr. Wainstein laid out the threat, focusing on nuclear and biological aspects, as well as the steps the US has taken to address it since 9/11. While Mr. Wainstein noted that the US has made significant progress in this arena and build a strong infrastructure to combat WMD terrorism, there is still much work that remains to be done in this critically important area.

Targeting Terrorists’ Financial Networks: A Moving Target

As Michael Jacobson and I wrote in The Jerusalem Post, despite being under geographic siege and financial sanction, Hamas was still able to smuggle some 80 tons of explosives, roadside bombs and longer-range rockets into Gaza over the course of the past cease-fire.

It is ironic, then, that one of the most effective counterterrorism tools since 9/11 has been targeting terrorists’ finances. Disrupting terrorists’ means of financial support frustrates their ability to operate, while following the money trail up and down the financial pipeline can reveal to investigators otherwise covert terrorist networks.

As the current conflict illustrates, these tools face multiple challenges, the most pressing being the ability to be flexible enough to keep up with a constantly moving target. And therein lies the fundamental catch-22: In response to each successful disruption of illicit financing, be it of a terrorist, proliferation or other illegal nature, our adversaries change the way they raise, move and store.

Musician who helped take down suspect recounts airplane bomb scare

More details are emerging on the bomb threat and scuffle that happened aboard the Atlanta-to-LAX flight this morning. Apparently, the suspect who claimed that he had a bomb was tackled by a member of a hip-hop band from Atlanta, as well as half a dozen other passengers.

Chris Llewellyn, who plays bass and guitar in Asher Roth’s band, said the incident unfolded as the plane carrying 230 passengers was making its final descent into LAX. Seated with his bandmates in row 43F, the guitarist heard a male flight attendant in the rear galley yell, “Help me, help me!”

“We were all sitting in our seats,” Llewellyn said. “My boys had their headphones on. I turned around and got up and ran to the back of the plane.”

He said six other passengers also ran to help.

“The suspect was yelling, ‘Don’t come near me, I have a bomb, I have a bomb!’ “ Llewellyn said. The suspect had his hands in his shirt. Cornered in the rear of the plane, the suspect lunged for the rear emergency exit door.......

Shoe Bomb Joke Causes Man To Miss Wedding

A Missouri man missed his own wedding after joking about a bomb onboard a plane.

Michael Shafermeyer, 30, was on a United Express flight from Lambert International in St. Louis to Washington on Saturday, when the flight attendant asked if he needed anything.

“He said, ‘No, I’m fine. I’ve got my shoe bomb — I’m good.’

Mumbai-like attack could happen in U.S.: Bush aide

WASHINGTON (Reuters) - U.S. cities are vulnerable to an attack like the gun-and-grenade assault that terrorized Mumbai for three days and killed 179 people, the White House homeland security adviser said on Wednesday.

Ken Wainstein told a Washington think tank that the Mumbai attacks in November showed the effectiveness of a low-technology coordinated assault on an open city.

“You can envision that happening in any American city, and it’s chilling when you think about it,” Wainstein told policy makers and others in a speech at the Washington Institute for Near East Policy. “That’s the kind of thing that is all too realistic anywhere in the world.”.......

LONDON, England (CNN) — From today, travelers visiting the United States under the Visa Waiver Program (VWP) risk being detained at airports and sent home if they don’t comply with new U.S. immigration rules.

Thousands of travelers risk being detained and sent home from U.S. airports and ports.

The introduction of the Electronic System for Travel Authorization (ESTA) means visitors from 27 VWP countries — including most of Western Europe, New Zealand, Japan and Australia — must now register their details online at least three days before departure.

ESTA — which came into effect today — replaces the written green I-94 form and allows travelers under the VWP to enter the U.S. without a visa and stay for up to 90 days.

The measure is designed to tighten security and make it harder for terrorists who are citizens of the participating countries to easily obtain entry to the U.S.

Critics fear the new rule will be an inconvenience for business travelers and the British Foreign Office is concerned that travelers who have not heard about the new rules may be caught out.

A British Foreign Office report on travel trends for 2009 predicted that 13 percent of British travelers are more likely to visit the States now Barack Obama has been elected. “The consequences of not registering through ESTA could therefore be far reaching,” says the Foreign Office.

The U.S. Department of Homeland Security has assured travelers that the system can handle last-minute and emergency requests.

Applications can be made at any time, even if travelers have no specific travel plans. If itineraries change, information can be easily updated on the ESTA Web site.

Today we got an e-mailfrom the Transportation Department of our state reminding us to make sure we are viligent while riding public transport in our city and to keep a look out for strange packages or persons of interest. We have not hd this reminder in a couple of years and we are in the southwest. Makes you think HmMMM! With the neww pres new week.
