I do not know, except in summer of 2007, I had to request a “birth certificate” in order to apply for a passport to travel abroad. I was issued a “Birth Certification Card” instead of a copy of the actual birth certificate. This card was considered “proof” of my birth as a US citizen, and my passport was issued. I do not know if it is still possible in SC to request and recieve a copy of my original birth certificate as was issued to my mother at birth by the state. I once had to request it for eligibility to play sports in school (????), and it came in a different form and more like a document with other info. It’s since been lost and when I requested the new one, the “card” is what I got. I’m just saying that different states have different rules, and it seems that the forms have changed over the years. I was born in 1960.

Did your BCC state your place of birth? A birth certificate card that doesn't state where you were born is not sufficient for obtaining a U.S. passport. If it was accepted without explicitly stating that your birthplace was in the U.S. or on a U.S. military base then someone in the passport office wasn't doing his job.
