They could have handed out numbers like I have seen other stores do for the hot items.

I can’t imagine Queens if there is a food shortage...or anywhere in the vicinity.

Precisely my thoughts. If these non essential items are worth one human life to these people, imagine a food shortage here. These thugs would resort to house to house looting, and if word got out that someone had a sizable stash of food, well not for long...
