This may be a bit crude by our standards but maybe a deterrent. An official government announcement should be made that any terrorist who commits an act of terror on the innocent and who is alive or dead after an incident, his whole family will be rounded up and executed in public.

Well, if this is accurate, it makes if very clear that Pakistan was in this. And I doubt if an operation of this scale could have been mounted without involvement of the Pakistani government and security.
