Sounds like a catch-up for unregistered Hawaiian births, not just any Tom, Dick, or Barry.
That was my interpretation of it too.
People who haven’t been reading these BC threads need to play catchup and do some heavy reading. This has been hashed out already to the nth detail. People coming from other counties, such as the Philippines, could arrive with a small baby and register the under one year old kid with a HI BC that way.
The Hawaii DOH has changed this page several times. Bring it up on the Internet Archive/Wayback Machine and look at the prior versions. They have changed the language of the web page to make it look like not just anyone could get one, but according to earlier versions they could.
