I can see no other use for it except to be used against the American people to quell an uprising against the government. If it's a police force it is not government by the "Passe comitatus Act". nd would be controlled by the federal government (Obama).
We already have the State Police in Each State, the sheriff's police in each county, and city police in each city, all under local control.

It is the hallmark of Dictators worldwide and from time immemorial to establish a well-provisioned armed force loyal to them and to them only.
An early example of that was the Praetorian Guard.
This “Civilian Security Force” is His Excellency’s very own Praetorian Guard. What are the odds that, aside from being used against the populace, they will supplant the Secret Service and the Marines in Presidential guard duty?
I’d say he’d be silly not to do that. His Excellency is many things, but he is no fool.

IMO wars are not won with bombs but with boot-leather. (Yes, that even applies to WW-II)
Somehow, someday, the time will come for somebody to send Infantry in to Afghanistan and take the place over, no matter how hard it gets bombed.
The infantry there right now is doing a good job: they are where they need to be. If anything they need more Infantry and fewer bombs, IMO.
