Makes little sense that heavily armed local terrorist would arrive by rubber dingy. They could have just drove a car or walked around town. Only way that makes sense is if the waterways gave them better attack logistics.
Yes, why would a locally based group choose to assault in boats? They would have so many more options on land, unless the water routes/access points were just a lot more vulnerable, etc.

Former CIA honcho John McLaughlin asserted on CNN a few minutes ago that India has the LARGEST Muslim population in the world. I would have hoped that a big time CIA dude would know better what he is talking about. That is quite a piece of ignorance for a guy who was #2 in the CIA..... what is true is that India has a huge Muslim population, but it falls behind Indonesia and Pakistan in total numbers:
