Yawn. Someone smack this fool. The president is specifically granted explicit power to pardon people under certain circumstances. As long as these pardons are within that scope, then Congress can go suck it.
And yes, this includes the last minute Clinton pardons too.

I hope Bush has the backbone to issue the pardons. The dems made it necessary with their prosecution rhetoric.
Even if he does, they will be tried overseas within 20 years.

Obamy, or one in the future even worse, (a current 29 year old say,,),will sign international criminal court treaty,, then will cooperate with capturing Bush, with solumn words about lettting the system work,,, nobody above the law,,

As always... This how the Democrats say thank you for keeping the country safe for all these years. He wants to go after the people who did the heavy lifting in a thankless job.
Clinton on the other hand pardons donors and connected drug dealers making him and his family members wealthy after he leaves office. Not a word.
