This has been an ongoing problem not only with our military networks but many others. There are such lax guidelines followed between the branches that it is difficult to fully secure any network in some instances.
Quite a few years ago I scratched my head as I found out the Coast Guard was purchasing the almost original version of Microsoft NT for their main servers. They did not even have anyone well versed in computer operating systems to recognize how un-secure that OPS was. It could not even pass the basic what we in the UNIX world had to consider, Red Book (guideline for secure operating system features).
Yet they where conned by Microsoft into thinking all would be OK.
