The Supreme court is a little different. Clerks are lawyers and they actually help write opinions. There are those that feel the clerks influence the Justices and try to sway opinion. There was a poll done of former clerks and some indicated they had been able to change a Justice’s mind.
They are highly sought after when they leave the Court.
Bickell is a Stay Clerk. I don’t know what he is allowed to do and not do.
I wouldn’t think he would be allowed to deny an emergency stay request on his own.
