Not necessarily. They may do it sometimes but in most cases they are just speeches. I doubt that they activate their terrorist cells via speeches. They have other communications methods to do it.

It also may be as Abathar stated - OBL is gone...and IMO Ayman al-Zawahri is announcing his seat!!!! Broadcasted AQ messages usually mean something internally.
