Nothing makes them "better", but a LEO has typically gone through 1) an extensive background check, and 2) many hours of firearms training. I suspect those two facts make a difference.
Yes, there's a "cops are better" attitude from lots of folks when it comes to guns, and it's frequently a false sense of security. But I'd much rather LEOs be given blanket concealed-carry rights than nobody, which is how it was before. It's progress in the right direction.
