Can a person own firearms in the Philippines?

Not after Ferdinand Marcos.....back in the '70s. But his martial law didn't stick and lots of 'em are packing.

You have to have a federal permit to acquire a firearm in the Phillipines, and to get a permit you have to be a citizen. Ex Pats cannot get a permit.

Local Police Chiefs also have the ability to issue firearms to citizens, and they are going to hand out 12 ga. SGs to people in the MORO region, to fight them off.

The way around this is to have a boat of foreign registry and keep your weapons on the boat, etc.
