It seems to me that GWB remains president until he is replaced by an elected president confirmed by the Electoral Committee. GWB's term doesn't end on a specific date. It ends when a new president is sworn in. A VP becomes president only when he replaces the acting president. Note: This is my layman speculation. How do the constitutional lawyers assess the situation?

The terms of the President and Vice President shall end at noon on the 20th day of January
If Zero is found to unqualified then Biden is acting president until a person is qualified as President. Since the choice is made between those already receiving electoral votes McCain would be president. No one other than he and Zero received any electoral votes.
Biden would then be VP as elected since he is qualified and the EV for him are legitimate.
Thus, we would have a nightmare administration though much better than Zero as CinC.
