Actually, punishing the ones who break the laws instead of all of them (guilt by association at it’s worst) seems a much better idea.
There’s that ... but not being granted a visa for Dubai isn’t exactly “punishment.”
Just theorizing, actually ... I realize Dubai wants the bux (or whatever their currency is) from the tourists.
