Would it be practical for a novice to own a weapon capable of killing at distances beyond 900-1000 feet?

A novice can buy a car capable of attaining nearly 200 miles per hour if he has enough money, without any kind of background check, waiting periods, or other government intervention.

A novice reader can also buy any book/newspaper that is on the market as well - 1st amendment. Now, since the 2nd IS AN INDIVIDUAL RIGHT just like the 1st, well, you get the picture.
