Douglas Brinkley is a nob. Any Executive Order made by one president can be equality undo by another president's executive order Designating an area as a National Monumument is NOT an Executive Order. It sets the area aside and brings it under the authority of the Department of Interior. It takes an act of congress to designate an are as a National Park, but only a Presidential designation to create a National Monument. I haven't researched the law regaring how to "undesignate" a National Monument, but it is not the same thing as an Executive Order at all.
