Besides Germany, various communist countries had it. In Rwanda, the youth wing of the main party (originally one party) was called Interhamawe and it became a civil defense unit in the genocide along with the Gendarmes who were the state police in the genocide as part of a civil defense system against the RPF and killed alot of people. I fail to see why we need a national police force of any kind. Each state has a DPS and a National Guard unit. National Guard units can be activated if need be. I find it really scary the whole proposition. I can over look any of the so called project corps if they are modeled on some old WPA project or any type of corp where someone can work for their welfare if possible, pay off their home loans and other governmental loans, or maybe even overlooking an Americorp on steroids. But this is getting out of hand with a national police force.
