Didn't we use some EMP technology on Serbia to end the Bosnia situation? I thought I remember reading that we were able to shut down the power grid with graphite or something. They quickly capitulated.

The operative is quoted as saying that this will be shown by the fact that we now control a major part of the south of Somalia. There is of course an "easy" solution to that problem. It involves either a few B-1's loaded with nuclear weapons, or, many B-52s and B-1s loaded with a mix of smart and dumb bombs, including cluster munitions.
It also involves a pair of cojones on the part of he who controls those assets.

EMP is a result of nuclear detonation - will fry transistors and pretty-much any electrical that is not "hardened" - including your car, cell phone, I-pod, big-screen TV........ That's not the only way to generate it. There are (supposedly) conventional explosive versions which don't cover as large an area, but can still wreak havoc on a local scale.

They quickly capitulated. That would not be EMP. The graphite would be in "threads" or "streamers" that would fall across the power lines, shorting the phases (Power is 3 phase until it gets to your neighborhood, and can be right into a factory, even a small one) together or to "ground", knocking out the grid and maybe some of the generators, switches and so forth.
