Didn't we use some EMP technology on Serbia to end the Bosnia situation? I thought I remember reading that we were able to shut down the power grid with graphite or something. They quickly capitulated. That would not be EMP. The graphite would be in "threads" or "streamers" that would fall across the power lines, shorting the phases (Power is 3 phase until it gets to your neighborhood, and can be right into a factory, even a small one) together or to "ground", knocking out the grid and maybe some of the generators, switches and so forth.
