EVERY singe Rat from the dog catcher in Smallsville to Dear Leader in the Oval Orifice, will be blaming W (regardless of what they do and how it turns out) for EVERYTHING for at least, the next 4 years.
He will be their scapegoat and they will continue to advance the mantra that after 8 years it will take them 8 years to reverse and fix.
