That's not the case under the Presidential Transition Act under which the GSA has to work. The Administrator of the GSA, under law, has to determine which of the two transition teams will be set up with facilities, as well as help the outgoing Administration; there was a big delay in 2000 until the Supreme Court made its decision in Bush v. Gore. The act does not allow the GSA to delay until the formal vote. This site is a GSA-run site. It is not in contradiction of Federal law.
Any changes of course, would depend on changing the Presidential Transition Act.
