“Since Hawaii allows foreign birth certificates filed and provides the COLB, why does this satisfy you?”

Hawaii absolutely does NOT allow foreign births to be registered as if they occurred on US soil. This is simply false. Any other policy would be tatamount to granting US citizenship illegally and would face immediate challenge in court.

Most states do. If an American has a child outside the US, that child's BC can be registered where the parent lives. There have been countless children born to Americans on foreign soil. Their foreign birth certificates are then registered in the states. Obamas problem is that if he was born in Kenya, his mother was not old enough for him to gain naturalized status. She was only 18. She had to be 19.
