I think the proper term for them would be “Future Hostages of America”. He never said the force would be used domestically. I believe they’d be made up of people who have non-military nation building skills.
Rebuilding schools in Iraq didn’t require military skills, yet our military has been doing it. A civilian corp could handle the work building schools, but would need security or like I said, we’d be sending unarmed folks in places where they could become useful hostages to be used against us.
