“Even where you get a congressional district or legislative district that has a plurality of different so a variety of different groups there lets say 35% African American, 35% white and 35 my math is a little off lets say 30% Latino.
Historially because of the advantages of incumbancy, resources etc often times in those districts you will inevitably end up having the white candidate represent
those districts.
So although in theory it would be nice to say that you have a representative competing for all the votes oftens times what ends up happening is you have a white block that is very well organised much stronger than the other minority groups and as a consequence they end up functioning as a practical matter as the majority in those districts so that you dont necessary get even competition among all potential voters.
The black candidate and the latino candidate may not be able to get any white votes and so what the competition becomes a competition between a couple of white candidates for these other minority voters”
