Prop 5 advertises itself as a proposition that will save billions of dollars for Californians. Apparently it will spend billions of dollars for drug treatment programs and the ‘savings’ will come because the drug addicts will no longer commit crimes.

Huh?

There are drug addicts who can be helped back. I don't think people should go to prison for addiction. But if they commit another crime to further their addiction, then yes, they should be punished with the full force of the law.
