If they commit non drug related offenses, they shouldn't get leniency. If you're just an addict though, prison is the wrong solution. These people need to be gotten off their habit. Having an interventionist, like in the A&E series The Cleaner, where William Banks helps people kick it, is a good start. But ultimately, its the person in trouble who has got to want to change. Keeping him out of the criminal court system won't help if he wants to hit bottom.
