Joe was tapped for VP primarily for his so-called foreign policy experience. (Voting is a long way from direct experience in the trenches of diplomatic negotiations and maneuvering.) I bet ole Joe had an epihany recently--it dawned on him that he's going to be the Blamee for any foreign policy blunders.
Biden is right that Obama would be tested within his first year. When Obama gets outmaneuvered he's going to look for someone to blame and its gonna be his VP, the one with all the 'experience'. Biden has probably just figured out his "fall guy" status and is trying to put himself in a position where he can say "I told you so".
