Maybe the best strategy is to simply say, “Hey, Kyoto worked! Good job, and thanks Europe, Canada and Australia!”
Now that you fixed the planet’s temperature, we can get back to normal.
They get the props that they want, we all get back to letting production and commerce take place.

Hey, they continue right on down into Mexico. I believe they are called the Sierra Madre Occidental and Oriental. Plus, there are some rather tall volcanoes around Mexico City that are nearly 18,000' tall. Skiing in a sombrero- sounds like a plan.
