It would have to be ratified by the states.

Once the democrats have control of congress, redistricting would follow, and with redistricting in the favor of democrats, it wouldn't be too hard to envision that most states, to the tune of 66-75% could turn democrat and thus, ratification of the democrats desire wouldn't be so hard to attain. And, with democrats in control, it also wouldn't be too hard to envision that even the constitution could be changed to only require a simple majority before any of the bill of rights or any other constitutional guaranteed is changed or repealed.

All those who think we need the GOP to lose so the American people can see just how bad it gets under the dims, they are making one HUGE assumption ... that there will ever be another fair election in this country.
