I did find this, though, and also I did some random character searches and came up with all kinds of weird poats on various blogs, other sites, decode charts, etc. located in Japan and other places in Asia:

If you check the source code for their front page http://www.kcna.co.jp they have in META NAME=”keywords” CONTENT=”News From KOREAN CENTRAL NEWS AGENCY of DPRK (Democratic People’s Republic of Korea),KCNA,KNS,ì¡°ì íµì ,ì¡°ì íµì ì¬,ì¡°ì ì¤ìíµì ,ì¡°ì ì¤ìíµì ì¬, æé®®ä¸å¤®éä¿¡,æé®®ä¸å¤®é信社,æé®®éä¿¡,æé®®é信社,ãã¥ã¼ã¹,å ±é,éå ±,é信社,ã¡ãã£ã¢,ãã¹ã³ã” , that is English, Korean and Japanese. and in meta http-equiv=”content-type” content=”text/html;charset=x-sjis” i.e. one of the Japanese character sets. However, on their Korean page http://www.kcna.co.jp/index-k.htm they have charset=Shift_JIS i.e. another Japanese character set.

if the exact same text code that is up there now has appeared in previous messages some time ago, it might be a spammer, unless the messages are vague and occasional such as "all mission personnel will cease any travel and will remain physically on post, along with all family members, and will wait for a statement from the foreign ministry"...something like that. I was amazed at the number of obscure Japanese websites for different domains carrying this kind of text in blog posts and various comments by posters apparantly located in japan and elswhere.
2 hours later since I first looked, now at a little after 7 pm in Pyongyang, Tokyo, etc. and they (on KCNA site top page) have once again taken that odd text/fonts down again. It seems to be going up for a few hours, then is taken down. This is what they did yesterday.
