I knew a plumber. He said that you need one licensed plumber on a job. That was in MD not OH but laws are probably similar. Unless Joe is working alone (he likely isn't, he works for someone else) he at least has plausible deniability, that he works on sites with a licensed plumber. Whether or not the attack squad will care (they won't) is another matter.
Isn't it funny how Joe the plumber's lack of license is bigger news than Ayers and ACORN?

Most states require a license if you're working independently.
If you're an employee, you work under your employer's license.
