President Bush needs to issue an executive order requiring positive ID of all voters in federal elections. In RAT dominated districts the board workers bad ID’s with RAT registration will probably be ignored anyway, but we have to start somewhere.

The administration of elections is the jurisdiction of the states. There is no way an executive order could be enforced on the states as to how they run their elections.
